    I have a WMV file that is the only known copy of a certain video. Unfortunately, the quality sucks. It's 320x240 with video bitrate of 300 kbps. Is there any sort of filter chain (maybe in VirtualDubMod after loading it via AVISynth?) that can de-block it enough to make it at least semi-presentable in converting it to DVD to view on a TV?

    Why not just use Super to convert the clip to a VCD compliant mpeg (352*240 for 29.97fps or 352*288 for 25fps)

    Import this straight into your dvd authoring program. Most (Ulead certainly) will not attempt to convert the video ferther and just change the audio frequency to 48 khz.

    The result could well surprise you but it will depend in the size of your tv.
