2 movies with seperate pagew for chapters of each movie possible?

I need to author two recorded and edited TV programs (already in mpeg DVD format) onto a single DVD media. Further i want each movie (if i may call it that) to have three chapters each. Will the second movie 1st chapter be my 4h chapter by default ?

Can i have a title page and when the corresponding movie button is clicked the moviee plays and then on the same page another button that takes you to the chapter page of the first or second movie and from which i can select the chapter to view.

Here is an example The movies are 1) Oriental cooking 2) Indian Cooking
Oriental cooking chapters How to make A, How to make B and how to make C
Indian Cooking chapters How to make X, How to make Y and how to make Z

Kind of three page menu with direct links to each movie as well as an chapter approach

Which softwares would do this?

Can PowerDirector do it (since i own this)

I'd create it as 2 movies. The first menu lets you select what movie. When you select a movie, you come to a page that lets you select a chapter within the selected movie (or play all). Don't know nothing about PowerDirector, but TDA can easily do this.
