Sure. Put it into VirtualDub, select the audio track and 'delete'. Then save out the audio and video with 'Direct stream copy'.

That depends on the version of VD you are using. I use VirtualDub Mod most of the time as it seems to be better for handling audio, IMO. It also opens most MPEG and VOB files.
Anyway, with VDM, go to 'Streams>Stream list', just click 'Disable' on the audio file shown. Then 'OK'. It will be in 'Direct stream copy' mode as default unless you change it.
Under 'Video', select 'Direct stream copy', then under 'File', 'Save as...' Make up a new name if you don't want to overwrite the original. Then save the file. -

If he's also cropping, he will have to re-encode. If so, you need to select a appropriate codec and settings. If you don't select a codec, VD will use uncompressed video by default, which will give you a huge file.
Check the original 'File information' in VD under 'File', or better, use Gspot 2.70 and it will give you somewhat easier to interpret info. Just use those settings with a somewhat higher bitrate to make up for conversion losses. Or with a codec like Xvid, use the 'Target quantizer' set at about 2. But the file will be bigger if you want to preserve the original quality. -
y doesn't the XVID codec show on VDM i know its installed cause the video i have is an XVID and it plays fine

BTW, OG24, I wouldn't expect the filesize to be much, if any smaller just by cropping, even if you use the original bitrate. And to preserve quality and make up for encoding losses, it will likely be a fair amount larger as you would want a higher bitrate. But give it a try and see how much loss you can tolerate, depending on the output size you want.
Another complication can arise from cropping, if you wanted to next convert it to MPEG as in a DVD. Then you would have to re-size the cropped frame back to a DVD compatible framesize or letterbox it.
