Since there is a half inch of snow on the ground my local news goes into panic mode and puts a huge border on the screen for alerts, shrinking the picture of the program. It's 1gb transport steam, what's the best cheap or free way to crop the video?

Avisynth can crop and resize the video if needed (although upscaling won't look as good as real HD), but is easier to use in conjunction with another program. The end format that you want to use for the video is an important consideration in making a list of programs that can do what you want.

Also, transport streams often contain errors that make them difficult to work with. If you run into those, editing your clips with Videoredo (not free) before cropping or resizing can be a great help.

According to the features list, VideoReDo TV Suite H.264 apparently crops and resizes, but I haven't tried it. It has a free trial, which will allow the opportunity you to evaluate it for yourself. I only have VideoReDo Plus, which does not crop or upscale video, but can compensate for some errors in a transport stream.
