Good question, but it depends on what you mean by "better". It is possible to do higher quality compression with DVDRebuilder. You can use the free version if you want and it works with HC Encoder, an excellent free encoder. However, it takes a lot longer to use DVDRebuilder than DVDShrink.
Some people are obsessed about how long it takes to do stuff on their PCs. Apparently they are completely unwilling to run jobs on their PCs while they sleep, so they want something that does the job as quickly as possible. If your idea of "best" means "faster" and you don't care if the quality is better or worse, then DVDShrink is really your best choice. -
I agree with both. To expand a on the question. If you want fast, AnyDVD with CloneDVD2. Very good quality at 70& compression or better and the fastest around bar none, but you have to pay for both (though both have a 21 free trial if you what to check it out). If you want quality, especially 70% compression and below, nothing tops DVDRebuilder (pay) and HCenc (free) unless you want to spend a bundle on CCE pro (but you still need rebuilder and a ripper like AnyDVD). But the price you pay for qualitiy is speed, 4+ hrs. for a P4, 2-3 hrs for dual core. I highly recommend both. I use AnyDVD/CloneDVD 90% of the time and AnyDVD/DVDRebuilder/HCenc the rest. As the man said, when I use rebuilder, I start it before I go to bed and I have a copy in the morn.

It wasn't that long ago that I was using a Celeron 400 and making SVCDs from DVD rips. That took about 14hours. But since it was overnight, no big deal.
Shrink. as a transcoder, just takes out parts of the video you probably won't miss, but there is a limit to that. (Very simplified explanation.) I know at 50% the quality is marginal for me. Most use 70% as a cutoff. Or optionally dump all the extras and just encode the main movie or put the extras on a second disc if you want.
Rebuilder re-encodes the video and with that you have the most control and usually the best quality, especially if you need to crunch down the size a lot. For a 3 hour main movie that method is about your only choice for best quality. Alternately with Shrink, you could encode to 2 DVDs or just use a DL DVD.
