    Is there any tool that does the above? I have a video that plays too fast. GSpot says the framerate is 29.997, and I think maybe the person who encoded it should have used 24 fps. I've tried playback with FFDshow and CoreAVC and both play the clip back too fast, so it seems to point to an encoding problem.

    It's MP4. I tried MPEG4 Modifier, but it didn't work. It only works with MPEG4 Layer 2 files.

    It only works for MPEG-4 Part 2 video streams stored in an avi container and doesn't change framerates anyway, so that would be three strikes.

    Use Yamb/mp4box.

    When I load the MP4 into Yamb, and edit the frame rate, the changes won't "take." If I play the new file, it still plays at 29.97. If I reload it into Yamb, the framerate is still not specified in the Properites box.

    You might need to demux and remux.
