Can CD/DVD RW mark bad sector like HD/FD ?
How to avoid data burn to bad sector of CD/DVD RW ?
I know "1 disc" is cheap, but I have MANY DVD+RW have bad sector after rewrite 1, 2 times, or after store for sometimes...
(The bad sector mainly at outside of the disc)

Suggest you consider investigating the source of your bad sectors on relatively new disks.
It may be that you are using very low quality media and if you could do what you wish, you would just find an ever increasing number of bad sectors.
It may also be that your drive is destroying media.
For a start try another brand of media. If it behaves similarly, consider drive replacement.
