It comes out of DVD Decrypter as all-region. You make it NTSC with great difficulty, and not by using DVD-Rebuilder for the job. You'll have to do it on your own. Using Avisynth frameserved into HCEnc is one way. The PAL DVD may play in your home player if your home player can do the PAL2NTSC conversion. Look either in your player's manual, or in the DVD player database on this site. Here's some more information about PAL2NTSC:

It's already a DVD5, burn the image with ImgBurn. If you want to convert to NTSC then read https://forum.videohelp.com/topic228151.html

It is very likely already region free. Any time you decrypt a DVD, the software removes the region coding and you would have to add it back in if you really wanted it.

But seeing that is a PAL format, then you would need to convert to NTSC. For those type of framerate conversions, take a look at these guides: https://www.videohelp.com/convert#4;41 Which one you use depends on the software you have available

Unless you have a PAL capable player, no, it won't play unless it's converted.

If it's a complete DVD, then it can get complicated, especially if you want to preserve the the menus, etc.

If you just want the main video, then it's not so hard.
