I'm using Windows Vista Ultimate and PowereDVD 7.3 Ultra Delux. When I try to play an HDDVD movie from my hard drive, I get an almost entirely green screen with a lot of artifacts. It worked fine in Windows XP Pro. How do I get it to play properly?

I am having the same problem. I am on Vista 32 Ultimate. I am going to try a different set of forceware drivers for my 7600GT and if that doesn't work I am going to try the HD-DVD version of Power DVD. I might try reinstalling PowerDVD 7.3 as well.
On another note, my Blu-Ray movies play just fine
What video card do you have? What movie are you trying to watch? -
I was able to solve the problem. Turns out it was because I was using drivers I got from Guru3D. Going back to nVidia supplied drivers fixed it.

Yeah I did the same thing. I went back to 100.65 and it worked just fine.
