I have 2 DVD-R movies with extras and menus.
Is there any way to put them both on a DVD5?
Could I author by creating a new main menu with with a picture link to each main menu from each movie and still keep those menus?
One is 4.1 GB and the other 3.8 GB lower. they are lower quality as the film version was also.
I don't think I will lose too much with compression.

You can use dvdremake pro to combine the dvd's and keep menus, extras,etc. It will create a default MAIN menu to select which dvd to play. From here you can approach 2 ways - 1) Compress the combined dvd's into DVD5 first then follow the menu replacing below, or 2) Replace the menu first then compress afterwards.
The default menu can be replaced with your own custom menu:
1) Export hotspots and color schemes of the original MAIN menu using pgcedit
2) Create your own menu, with subpics
3) Use vobblanker to insert your new menu into the original combined dvd's
4) Use pgcedit to import the hotspots and color schemes you exported from step 1; depending on where your subpic buttons are, you can adjust the hotspots using the sliders in pgcedit.
5) Save dvd
* You can probably get away from exporting color schemes as you may want to customize your own. -
Menu replacement can also be done with DvdReMake Pro. So, there is hardly any reason to use other programs if DvdReMake Pro was used to merge DVDs.
