Is graphic card and video card different in any way? -
Since you don't have an AGP or PCI-Express slot you'll need a PCI based graphics card. There should be something like the X1550 PCI card available to you locally. Don't expect great performance from such a solution though.
Your other choice is to upgrade your motherboard. But the new motherboard will probably require a new CPU and memory as well as the graphics card. You might as well just buy a new computer at that point. -

Also is AGP card better or PCI Express? do they have a big diffrence? i just know that PCI Express is new technology, does that means they are the better one? -
PCI Express has potential to go much faster but early cards aren't that much faster than AGP.

Most PCI-Express motherboards require DDR2 DRAM. So you'll have to buy new memory too.
If you don't play 3D games a PCI based card will probably be adequate.
Switching to an AGP motherboard and using your DDR memery is the next step up. The only way of checking a motherboard is to install all the components ahd see if it runs. Be aware you'll have to perform a repair reinstall of Windows if you switch motheboards (unless it's the same chipset as your current motherboard).
