Basically I have a few video clips, some are divx, some are regular mpegs, and I want to cut out only a few minutes from each clip and save those few minutes as seperate files, but I DO NOT want to lose any quality during the process.
Do those video cutting programs such as avi splitter reduce the quality of the output file ?
Can anyone recommend an easy way of doing this without losing quality, and preferably without re-encoding?

The problem you may run into with any highly compressed video format, like Divx or Xvid or other AVI types, is that to avoid re-encoding, you generally need to cut on the keyframes. By default, they are often 300 frames apart.
Doesn't make for accurate editing.
It's the codec at fault, not the editors. But the newer versions of VirtualDub appear to have solved that to some extent.
You would have found this with a forum search: https://forum.videohelp.com/viewtopic.php?t=325116 -
Konstantin, as it states on it's site (and just like most other mpeg editors), Xmuxer Pro
"...provides GOP-accurate trimming without re encoding and quality loss"...
Better just pray that those cuts happen to fall at GOP boundaries!...

Give VideoReDo a shot. They have a free trial and you'll be amazed at how fast it works. -
Video Redo also has a very fast editing window. The frames go by as fast as you can drag the mouse. Since it doesn't recode the entire video, it is very fast. It also hunts for commercials or scene changes and will pick them out for you.
