i have a MPG and i want to blur some details.
what do i need for that?

If you want to blur specific areas on a video and still leave some areas untouched, you may have to convert your video into a set of bmp images and edit them independently in Photoshop or PaintShopPro. If using Adobe Premiere, open the clip, export as file type "FilmStrip" and open the exported file in PhotoShop and edit each frame as desired.
But if you need to blur the whole frame, Open the clip in VirtualDub www.virtualdub.org and apply any of the blur filters. -
