    yes ,i was wondering if there is software avaiable to improve video quality... for movies that are not very good like, grainy or not very clear picture...Or is it what you see is what you get
    type of deal

    There is TMPGEnc Xpress software where you can adjust video to some point with filters, but in general if original is bad you cannot expect any miracles.

  3. Avisynth. Free, amazing variety of filters...rather steep learning curve. There's a limit to what you can do though, garbage in -> garbage out (GIGO).

    Where can I buy that "new software on loan from NASA" they use on "Law & Order: SVU" where they can take a grainy video from a tiny surveillance camera and within a couple seconds, blow up a section of it into crystal clarity?
