    25 fps = PAL
    29.97 fps = NTSC

    23.976 fps = movie frame rate "optimized" for NTSC (see 3:2 pulldown).

    No, not really.

    PAL and NTSC are just broadcast TV standards, with the major differences between the two being the framerate and the color information.

    NTSC always has a framerate of 29.97fps.

    PAL usually has a framerate of 25fps, but, IIRC, has other framerates that it can use.

    The 23.976fps that you mentioned is as Johnny described.

    Simply stated, there are 25 or 29.97 frames in one second of video. FPS = frames per second.
