I'm converting some .avi's to DVD format using the TMPGEnc 3.0 Xpress.
Is it possible that there will be any sync issues in the audio when converting from 23.976 to the 29.976 DVD format??
If so, how can I avoid it?

You just apply a 2:3 pulldown, which adds one frame for every four. Audio doesn't change.

You're not really converting from 23.976 to 29.976 as TMPGEnc will (hopefully) apply pulldown to the video. You shouldn't have any audio sync problems unless your audio is MP3 VBR. If it is MP3 VBR read the sticky in the audio forum.
