i have a concert dvd that i bought. the 2 channel stereo audio is fine, but the 5.1 channel audio is off by about a second to the video. i have a surround sound system, and i would love to watch this dvd in surround, but the audio is off so its looks horrible. is there any way i could fix this? i have premiere, and im pretty good with editing videos, but im not sure how to work with this 5.1 audio.

The easiest free way I can think of is to demux using VOBEdit, then re-author using IFOEdit. IFOEdit allows you to specify an audio delay.

Although now that I think about it, there would probably be a way to use something like PGCEdit to adjust without needing to demux/remux.
    If in doubt, Google it.
