    How would i create something like the example below with adobe? I have the animated gif i want, I just don't know how to add on the text and everything else like the blue part on the example.

    Don't use photoshop - use ImageReady instead. Create your first frame, then copy this an many times as you need and insert the frames on your animation into it.

    oh ok and image ready will act as if this is a normal picture?(the anitmated gif) If possible, could i get more info on what to do with the 47 frames i have and how to go further? or even a tutorial link would be alright.

    Google is your friend. There are thousands of tutorials for photoshop and image ready out there.

    If you load your gif into image ready you should be able to work it pretty quickly. You will see your image, and an animation strip.
