What is the best program to convert bin to iso and the extract the iso image to the hdd?

you can't really convert from bin to iso. you lose all the mode of recording info. if it is just data you can get away with it, if not you will not get the desired results as with svcd or audio cds. if it's data just rename the .bin to .iso it's that simple.

Or just mount the image and then copy or save as a differnt type of image.

Did you try "BIN2ISO" in Google??? Works for me.

Back to my problem, look i tried to just burn those files but nero didnt allow me to burn it into a dvd
Thats why i am asking for a guide to convert the files i downloaded (cue and bin) so i can open/play the video with my dvd player and watch it on my tv

Not because it's not storable there, but because the CUE/BIN protocol doesn't truly specify a DVD track format (as opposed to CDAudio, CDMode1, CDMode2Form1, etc). While DVD track format is 2048bytes just like Mode1, it ISN'T a CD, and most apps will only burn CUE/BINs to CD media for this reason.
If it were a DVD in CUE/BIN format, ignoring the CUE and renaming the BIN to ISO should work in apps that understand ISO (assuming you're using it as a disc image, not as a file). Since it doesn't seem to work, my guess is that you DON'T really have a DVD there, somebody scammed you.

You have the following choices to get the files from the image:
1.Install a free virtual drive software like Daemon Tools and mount your image by browsing for the CUE file. You have a chance to see the existing files and copy VIDEO_TS folder to HDD for further burning in Nero (DVD video mode).
3.UltraISO (not free) can do the same as above but without creating a virtual drive, simply open CUE file, right-click the VIDEO_TS folder you'll see and use 'extract to' option offered. -

I believe it is a dvd because of the size of the file 4.35 Gb at first. i used vlc player and the quality of the video is really good.
I just changed the file extension for both cue and bin for iso but nothing happened.
i used isobuster to extract the video folder then i used nero to create a dvd video disk but at some point of the burning process an error message came up.
So f... frustrating thing cuz ive searched many forums and no one has the answer

There are lots of p2p sites where scammers will post a bunch of garbage that happens to be a certain size (4.35GB?, etc.) and pose it as a certain file, so this would surprise me if it happened to you (though it sounds now like it's legit).
What errors are you getting? I still can't tell from your post whether you are burning the ISO as a disc image or as a data file on a disc...
If you change the file extension, nothing is supposed to automatically "happen". But it sounds like you can open it in ISOBuster, extract it and view it, so it must truly be a bunch of good video.
Sounds to me like you just need to get your burning methodology and app of choice straight.
Give us a step-by-step in detail...
