  1. What program(s) can be used to convert the audio stream rate in a MPG file? For example, from 44.1 to 22khz?

  2. OK, I understand from other messages that I can use TMPGEnc to separate and join audio and video streams. Once I have this mpg audio stream, how can I change its bitrate?

  3. First convert the mpeg-1 audo to wave format, then re-encode back to mpeg-1 audio at a different rate.

I use WinAmp (mp3 player) and it's file writer filter to "Play" mpeg-1 audio to a wave file. Works quite well. I assume the newer versions still have that capability. I'm using a quite capable and trusty vintage version 1.64.
