I have some divx files with great quality. However a little contrast and brightness boost before burning into Dvd will help. How do i go about doing it...

You could run them through VirtualDub or VD Mod and do some filtering, but you will have to re-encode them to Divx format to change the contrast or do any other filtering. Lots of filters available from http://neuron2.net/, probably several hundred at this point.
If you preserve the bitrate, or raise it somewhat, you may not have too much quality loss. -
Is this based on viewing them on the TV, or your PC ? The gamma curve is different between the two, and the TV will give a brighter appearance. If anything, I have found many divx files to be washed out, probably because they have been adjusted (poorly) for PC viewing.

Frameserve your AVI to your MPEG-2 encoder using AviSynth, at the same time using the Tweak filter to adjust both the contrast and the brightness (unless guns1inger's theory solves the problem):
