Good morning, eMembers!
I am looking for a free or not-so-espensive tool that allows me to change the video length of a file while maintaining the same fps (frames per second). Do you know of such a software? I have been trying to find one, but aside from some that gravitate towards the expensive (more than $50.00), I have had no success at all.
Yes, I know that it is possible to change the fps so as to have an effect on the video length, but I am interested in keeping the same fps while changing the video length.

It is my pleasure to elaborate on my question, Mats! By length, and you are correct, I mean length in time as in minutes and seconds and miliseconds. There is another approach to this which is a percentage of original file, so I should have said that I am interested in time only (or in both as long as time is included).
I appreciate your asking me this clarification.

I forgot something. By changing size as in time, this will speed up or slow down the video, which is also an effect I am looking for. I am not using audio, so I am not worried about the "chipmunks" or "monsters" effect.

I have read your question about 6 times now and still don't get it - too many doubts over exactly how, why and what video you expect to be created by the process. I do not know of any software that would be intelligent enough to either duplicate or drop x number of frames to achieve the new running time. I doubt that the results would be acceptable either.
My first instinct says to change the fps such that you are retaining the exact same number of frames (just at a slower or quicker speed) and then resample back to the fps you started with.
Virtualdub is free and can do this two-stage process as described above on its ear.If in doubt, Google it. -

Well, there are some tools that can do such, but some can only do it in a limited way. For instance, VideoWave 4 or VideoWave 5 (I am not sure about other versions) can do this while adding or substracting frames, but only with a numerical factor they call "time warp". So, I cannot input my intended time length. Also, MotionPerfect can do this completely (including inputing the time length), but this one is a bit buggy on my computer...maybe if I reinstall it? Or if I use it in a different computer?...Another one worth checking is Video Edit Magic, but I am not sure which inputs parameters and/or output parameters they offer, but I will check it right now or as soon as possible.

VirtualDub can be set to output every n frame (while retaining frame rate) so you can keep every 2nd, frame (halving your run time, speeding everything up by 2) or every 3rd frame (making the runtime 1/3 of the original) or every 4th frame & c - That's the only way I know.

I am thinking in terms similar to what you are thinking, but I am not completely sure how to use your method. Do you mean using a calculator to divide intended time by original time? I have the impression that this might work, if VideoWave allows for exact "time warp" factor. If not, then we are out of luck. At any rate, Jimmalenko, the beautiful thing about WideoWave 4 is that I can get it for less than USD 10.00...great price, isn't it?
