I understand your problem as it has happened to me as well, that I forget to put my selfmade Scandata.dat's in the EXT directory.

As Nero only generates a Scandata.dat for VCD's and not SVCD's (oddly enough in some DVD Players this works), so to remind me I have made sub-directories under my main movie directory. This way I "usually" see it and remember. I don't know if this would be any help to you.

The main problem however is that if you use the simple "SCAN_VCD"-Scandata.dat you can FF/FREW but you can't go/to or search. I have eliminated this problem by generating and extracting Scandata.dat's from VCDImagerGui for clips lasting 20,25,30,35,40,45,50 and 55mins. All depending on how long my clip is, I include from a sub-directory (called "45min" for example) the 45min scandata.dat.
