I have a 2 channel wave that was encoded with fraunhofer ripped from an avi file - i am trying to get it to play in my front speakers it only wants to play in the rear speakers of my HTS, any ideas on how to fix this? Thanks.

I have seen this only when the separation has been pushed too far. I am not sure that there is an easy way to undo the problem.
Edit : a hour or so after responding to your post I found myself in exactly the same situation. Not sure what to do, I opened the audio file in my audio editor of choice (Sound Forge) and did a little experimenting. The solution, at least in my case, came from this plugin : http://pacificsoundcraft.com/software/directx/stereomixer/ , which allowed me to correct the stereo panning to bring the channels back to a more realistic point.Read my blog here.

I agree with jagabo. Out of Phase.
If this is playing through your receiver and it has Dolby Surround/ProLogic/ProLogicII decoding turned on, it'll (rightly) assume that such type of material should be steered towards the back/surround. And since there isn't any extenuating other phase material, it'll go strong with the steering.
If you turn OFF Dolby decoding (no Surround DSP synthesis either), it should just give you a wishy-washy diffuse 2 channel stereo (through L, R fronts) sound.
To fix, you'd have to demux, decode to WAV, then open in audio editor that has controls for phase (ProTools, CoolEdit/Audition, etc), or possibly a plugin that can fix it for you.
Then, export to WAV and/or MP2/AC3. Reauthor, Burn and you should be OK.

I see people do the out-of-phase thing with mono soundtracks to give them some "air".

True, but the UI (or help section) for it isn't all that intuitive about what to do in this case:
L ouput =L input @ 100%, R input @ 0%, R output = L input @ 0%, R output @ -100%
