I have a movie file that has those top and bottom black borders while playing. I dont know what the current aspect ratio is currently, what Im trying to do is to get it to stretch so that it fills the screen and there are no borders
anyone know how i can do that?
I tried to do it using tmpgenc so that I could adjust the aspect ratio, but I think that the aspect ratio that I need to set is probably not 16:9 or 4:3.

Fill the screen of what? A 4:3 display? A 16:9 display? TV via DVD? Computer monitor? You need to supply information about the source too. Try using GSpot to get the frame size, aspect ratio etc.
