I am new to ripping. I want to use some video from a DVD in a home DVD project I am working on.
I used Rip4me and it worked great. I got the vob I needed, then used VOB2MPG to get an mpg to use.
Playback is at time choppy. Am I doing something wrong?

Playback on what? Did you verify playback before converting to mpg?
If all else fails, try again.

Playback on my PC. The picture stutters periodically. I first saw it when I placed the mpg file in my video editor and was previewing. I thought it might be just a glitch with the preview mode in the ditor, so I went ahead and created a mpg file with the editor. Go the same thing.
I feel certain if I re-encoded it would straighten up whatever is causing the stutters, but I don't want the loss in PQ. I just wondered if there was some program or something out there that would take care of the stutters without affecting PQ. -
Possibly low system resources, high cpu usage, heavily fragmented HD, corrupt file, or some other error in the file caused during the vob to mpg conversion.
You can check your resources and cpu using task manager.
I'm sure you already know how to defrag your HD.
To rule out file corruption, you could perform the RIP and conversion a second time.Google is your Friend -
So in a nutshell, the most likely reason a dvd that plays well in Total Video Player but clips audio and skips video on any attempt at conversion with Total Video Converter, is due to my computer shortcomings? Or any other suggestions before giving up. Thanks

Try a different player. PowerDVD is a quality player if you have it. If not try MPC or VLC.
If it still skips with a different player, then I suggest checking everything listed above and performing the conversion again.Google is your Friend -
