Hi all,
I'm trying to test h.264 for mobile video.
According to the h.264 levels (http://en.wikipedia.org/wiki/H.264) (scrol downl to Levels table), video for mobile devices needs to be encoded at 64Kbps or 128Kbps or 192Kbps with a resolution of 176x144 (known as QCIF) at 15 frames per second.
Having downloaded Sharktooth's profiles and selecting the CE-Baseline as I should have, I notice the following:
a) bitrate on Video Configuraiton is set to 1000 (luckily I think I can set from the Bitrate Calculator Window)
b) framerate is set to 25fps (as my source files) and cannot set it to 15fps required by the level
c) I can only encode having the AVC level set to 'Unrestricted' whereas I should be able to set to level 1
Is there anyone who can help me tackle the above in order to achieve hardware compatibility?

The profile you're using "CE" is for consumer electronic devices.
I don't believe Megui provides mobile profiles.
You'll will have to change the Bitrate/levels by pressing the "load default" button in the encoder config and/or create/update a profile for the mobile spec. As for the frame rate and resizing, you must do this in your avisynth script.
Maybe try Super as an alternative. -

I didn't realise CE stands for Consumer Electronics. I'll try both options you suggested.
