Are there any video-audio sync software?

Perhaps it is the wrong question, but not sure how else to put it.

What I am looking for is where one can insert markers in the video and audio tracks where it is in sync, perhaps add or remove video frames till another section is in sync, add markers and so on. Once it is all done, then I only have to edit the video joins. This would be particulary useful when using an MP3 for a music video clip.

Unless of course someone has a better solution!

Most editors, such as Vegas and Premiere support something along those lines. It is a matter of marking, cutting and moving until it all lines up
