Hi,
How can i encode one big wmv file, 640x480 in size into several 320x240 4Mb smaller files?

Making the frame size smaller, doesn't make the file size smaller. They have to be reencoded at a lower bitrate. Try Windows Movie Maker.

if i have let say a 20Mb file it will reEncode it into a differant bitrate AND into five 4Mb files... -
