Hello,
Trying to help out a friend that used a HD camcorder with standard DV tapes. When they are captured into Vegas they are pixelated and the sound drops in and out, also has occasional pops. Is there any way to fix this? Filters perhaps? Or is this a video card issue?

Sounds like a playback issue. Does the CPU load go to 100% when these pixelation etc. problems happen?

A couple of questions: What speed was the PC he played them on? Likely not a problem, but as bobkart mentioned, it sounds more like a playback problem. And what player was used to display them?
The reason these questions are asked: If if DV file is transfered via FireWire to a PC, it should be exactly the same file that is on the DV tape. From there, problems with display are just that. Display problems. If the file was corrupted in transfer, then you do have a problem. Try a different program for the transfer like WinDV. If that fails, then you may have a problem with your FireWire card. If you used another means of transfer besides FireWire, then that may be your problem.
The video card is just to display a video file. Just about any card with most any CPU speed should be able to display DV. It's similar to a DVD in requirements. If you can play a DVD, you should have no problems with DV. Try using VLC Media Player. It has it's own codecs, so if your system codecs are a problem, you will know that.
Next problem can be a little more complex. You say the camera is outputting HD DV. It would help greatly to identify the camera. We have members that may have that same brand and model and can give you more specific information. -
Thanks for the suggestions. I tried looking at the CPU and that never went beyond 20%. I will attempt the others shortly. The camcorder we are playing the video back on is a Sony HDV HC3. To reframe the question, can you record HD on a standard definition tape? Is that doable, or something to be avoided at all costs?

DV tape is suitable for recording HDV material. The bitrates for DV and HDV are virtually identical. I record HDV material on my Sony HDR-HC3 to DV tape just fine. I transfer to PC via HDVSplit. It plays back okay with VLC as long as I don't use a computationally-intensive deinteralacing method. I've used Ulead DVD Movie Factory 5 to author HD-DVDs from the HDV material.
