New dual dvi graphics card, geforce 79xx or radeon x19xx or something else?

My radeon x1600 overheated and died...I had replaced the noisy fan with my homebuilt solution.

So I now need a new card but I'm not sure what to get. The X1600 worked fine with newer games but I would like something a bit faster for my 1920x1080 display. Ati or nvidia doesn't really matter.

Silent fan or I could replace it with a zalman silent fan or similiar.

A friend installed a 7950GT not too long ago - it was problematic.

I saw a cooling solution made specifically for the GeForce cards but it was around $50USD. Personally I'd use the nVidia cards, especially if you're using an nVidia chipset, but the recent ATi cards have been just as good. Just make sure you're getting a good brand like PNY, ASUS, or eVGA. Oh and even though you've got an MPEG2 codec I'd still recommend using the nVidia one as it unlocks the hardware decoding on the new cards. It's been working very well with my workstation though it doesn't really offer hardware decoding support in the editing suites, just video players. Very handy with MCE though.
