I've used both with no problems. Why do you want to burn at 4X? Is there something wrong with your burner? Not much purpose buying 8X or 16X media if you only burn at 4X.
Get a better burner or burn at the rated speed and you should have no problems. Burning a 16X at 4X or especially at 2X can result in a bad burn at times, depending on the media and the burner.
I've never had a coaster with either TY media burning at the rated speed.
As far as the 'best' that would depend on your burner, and your burning software. I prefer ImgBurn for most uses, but Nero works OK also. If you must lower your speed for some reason, go with the TY 16X and burn at 12X.JMO.

Never go above 6x for your burning speed.
TYG02 burn "best" at 4x and the TYG03 burn "best" at 6x
Use ImgBurn as your burning program.

My point,...... you can't buy anything other than 8x or 16x speed nowadays. So that argument doesn't stand up.
Secondly, I have to agree with Fulci and say, why should you have a bad burn at a lower speed ?? I burn 16x discs at 4x all the time, no probs. I haven't heard of anyone having bad burns because of lower speed, HOWEVER, the forums are full of complaints of coasters when writing at 16x a full disc, but ok burns at when repeating at a lower speed. -

I switch to Imgburn quite often. -
If you burn at 6x (or slower) you get a constant burn speed from start to finish. If you jump up to 8x or beyond then the speed of the burn goes up and down ... up and down ... because the DVD burner needs to "ramp up" to the higher speeds.
I don't like that ... I'd rather have a nice constant burn speed through out.
That is why I burn no faster than 6x
When you use ImgBurn there is an option to increase the amount of memory used for the buffer when burning. It is a good idea to UP it from the default. I think I have mine set to 50MB or something like that.
I never have a problem when burning but it is BEST not to do anything else with the computer when you are burning.

i, too, agree with the slower speed. my pc is perfectly capable of a 16x burn, but anything faster than 4x ALWAYS, ALWAYS starts changing speed halfway through, and leaves a visible ring on the disc. now honestly these discs usually play fine anyway, but i still don't like the fact that it does it.

I have a Pioneer DVR-108 (same hardware as an A08) that has always produced excellent results with TYG02. I've never burned TYG02 at anything other than rated speed as my theory on <slower is better> depends on the media/burner combination. I'm posting a quality scan of TYG02 burned at 8x on a Pioneer 108 fw 1.20 about six weeks ago. It's scanned on a Lite-on 165H6S at 8x.

I use the premium-line TYG02 and love it. I also burn only at 4x. I think the 8x is a better deal too.
-
I've been burning everything at 8x for 2 years, including TYG01s. I never have problems with a burn. You just need a good burner, you don't need to burn at 4x or 6x.

I've been using the 16x TY-G03 from Supermedia, with my Samsung S182D. Nero 7 @ 18x. and Vso @20x. 5:10 min 4.3 gig including leadout. Verifies 100% on every disc.

I burn only TYG02 at 12X in my Pioneer. No problems ...no coasters 8)

Got a new sony burner last year and had all kinds of trouble with freezing discs, etc. trying to burn 8X media at 4X as recommended in alot of forums. Spent alot of time researching the problem and in the end just tried burning at max speed on Nero and the problem disappeared..........So from my experience with having problems forcing the burn at 4X instead of letting it burn at the max speed I'd have to say if you're having problem burns forcing a lower burn rate let it go to the max and see what happens. I know it caused me alot of grief and now I just let it go where it wants to burn at and all seems fine.
Cheers,

wow..... do not burn over 4x or 6x
...
thousands upon thousands of tyg02 burned at 16x
all verified either through imgburn, nero, or dvdinfo pro. while i was multi tasking too
i cant believe how paranoid people get over a .25 cent disc.
its not a $25 blu-ray disc or something.... even then i would burn at max speed -
