There is a small portion (about 1minute) of my Hi8 tape that is very distorted with lots of noise. I used a TBC (AVToolbox AVT-8710) and still couldn't fix it.

Is there anyway to fix this? Or am I out of luck.

I think you are out of luck. There's really nothing there to work with.
I've had about the best luck with the NeatVideo filter. You can try their demo for free, but the payware filter for VirtualDub is $49US. http://www.neatvideo.com/index.html?snin
