I would like to insert a video clip before the main menu of the dvd so that the video clips plays before the menu. can any one help me in which DVD authoring software I can do it.

Are you creating a new DVD from scratch, or trying to insert it into an existing DVD ?
For a new DVD, most good software will do this - DLP, DVD Architect, DVD Workshop, Encore etc.
To put on in after the fact is harder. Seach for posts/guides on PGCEdit and you will find a solution.
