Is this for computer viewing or TV? It must be computer beacause all HDTV set tuners do this in hardware.

The poor man's quick conversion is to toss a field for 1920x540p/29.97 and then half the H size 50% for 960x540p. This is exactly what the cheapest CRT and projection HDTV's do.

If it has to be 720p you can toss the field then H scale to 1280 (66.67%), then upscale V to 720 for a 1280x720p/29.97 result.

It will play a bit studdered but most download peeps are used to 29.97 progressive.

To do it right for 720p/59.94 you bob to 1080p (motion compensation optional) and downscale to 720p but that could take days to calculate. If film source you can IVTC to 1080p/23.976 and then downscale.
