have 3+ sizes of videos ranging in size from 352x240 - 720x480. i need to put all of these into 1 video. with the 352x240 i was going to create some type of background and have it be a title mask, and put it under the small video, then i need to put in some text so i was again using title tracks as needed to overlay what i want, where i want. the problem is that i now have 5+ video tracks. the end result is what i want and the ability to move stuff around if/when needed is very easy this way, but rendering takes a long, long time.

also, i need to apply some noise reduction - is there any way to apply it to only parts of a video?

what program would you recommend to create simple backgrounds, that have motion? can i do it in flash? or is this where after effects comes into play?

currently running a a64 4000 single core w/ 2GB of ram, am probably going to move up to a 4800 dual core.

That all sounds very standard for editing programs like Premiere or Vegas.

First you establish a project format (typ. DV or uncompressed YUV at 720x480, 29.97fps). All elements are imported and go through a conforming process ("render the workspace") to the project format. Your project is built on the timeline with multiple video and audio tracks. Filters are applied to individual clips, tracks or at the ouput.

After Effects is used when a short video effect needs to be created as a suplement (clip) to the project. It is usually used when the requirements exceed the internal features of the editing program.

You could do the entire project in After Effects but it may not have the import-export features that you desire. Use the tool that matches your project requirements factored by your current skills.
