dv conventor or mpeg-2 hardware

hi guys
i decide to buy a capture card that can get high quality clips and i usually cap spor clips and want to get best quality.
what do u guys think?is avidv card that capture in more bitrate than mpeg-2 give better output quality?
i will change the format to XviD 2mbps bitrate in both situation

i mean if i changed both of them with same adjusmet will the quality change or not
and i also can record in 2 mbps mpeg-2 format,if i buy a mpeg-2 hardware card

what do you suggest?i just want high quality?

let me explain
i mean i can cap with 30 mbps with Dvconventor and 15 mbps with mpeg-2 hardware.
after this i convert both to 2mbps XviD file.
is the quality be same or how it would be different?
i think some body should now about this
