ok, heres the issue. i rip mpgs and put them in tmpgenc dvd author. however, when you select "show tv safe area" it shows the box of what you'll see on tv. so, i usually scale the mpgs in mpeg encoder so i dont lose any of the video. is there an auto-scale mode in tmpgenc dvd author so i dont need to use mpeg encoder? (my empeg encoder wont scale some files sometimes). a better tool to scalle would be helpful if tmpgenc cant do this. thanks.

Older version of TMPGEnc DVD Author won't/can't re-encode your source, however from what I've read, the latest version includes re-encoding functionality. So far I've only been able to ascertain that it will re-encode non dvd-compliant material, so I don't know whether you can have other customisations such as adding borders.
Your best bet IMHO is to prepare your assets properly in the first place, and this means using a dedicated encoder to add borders, and then use your authoring software for what it does best - authoring only.If in doubt, Google it.
