I'm still investigating methods to convert NTSC 2 smooth PAL. Someone mentioned the best we can expect is a slightly jerky result which I've already achieved.
EDIT: actually, I think my burning ap may be screwed...

The best solution is no conversion at all. Most PAL players will also play NTSC material because most PAL regions also contain NTSC countries, as opposed to region one which is solely NTSC.
The next best option is to re-encode at PAL resolution with NTSC framerates (23.976 fps), then use DGPulldown to add soft pulldown flags for 25 fps playback. This negates the need to adjust the audio length.Read my blog here.

I agree 100%...but I goofed and offered Paypal options of PAL or NTSC...my bad.
My authoring defaults to 0 region
I did read a tut with DGPulldown a few days ago
I think I'll just drop the PAL option and mention NTSC
