I'm looking for a Mac video player with some picky requirements. I'm looking for a player that allows frame-by-frame stepping using arrow keys/scroll wheel, like Quicktime does. Unlike Quicktime, I want to be able to drag the screen to the desktop or a folder and have it save that frame (as jpg, png, whatever.) I thought Quicktime could do this, but it saves clips of the movie, not the frame as an image.

Have you tried VLC Media Player? It has a Mac version and quite a few options. For screenshots in OS X, press 'Command-Option-3'

Quicktime Pro will allow you to save a Frame/Frame Sequence.
Go File-->Export-->Movie to Image Sequence.
Set the total amount of frames, set the image type
and save location.
