How to Change an .avi resolution

I want to change a Video resolution to 720 x 480 what program could i use and how.

virtualdub,
video->filters->resize and use lanczos
video->compression and use whatever codec you prefer like divx,xvid
audio->direct stream copy to just copy the audio
file->save as to make a new avi.

Also remember that you may have to pad out the image with borders if the aspect ratio doesn't allow for 720 x 480 without distortion.
