    Had this problrem while I was Authoring using TMPGENc , I cannot find it in the Sticky Above.

    This is telling you that you already have a PAL 720 x 576 25fps clip in the track, and you're trying to add a 720 x 480 29.97fps clip into it.

    According to DVD Specs, you cannot mix NTSC and PAL material on the same disc.
    If in doubt, Google it.
