I usually use avi2dvd to convert avi files to dvd. However this only has the capacity to convert either PAL or NTSC (23,976 fps). Can anyone recommend a prog that can convert an avi with 29,970 fps to a PAL DVD??

A proper AviSynth script frameserved into an encoder. That's a lousy conversion to have to do, though. Here's a site with sample scripts for you:

There was a recent post, which for the life of me I can't find at the moment, that proposed a novel solution using avisynth. If I remember correctly, it involved speeding up the 29.976 footage to 150fps, then taking every 6th frame to get a 25 fps output. There was even a sample script.

Well that's really the only way to do it and even then the playback will not be totally smooth. Now if the source were interlaced and originated as film you could do it perfectly, but that's wishful thinking.
But all this may be beside the point. Lynxer are you aware that virtually all PAL equipment plays NTSC just fine? You probably don't need to convert to NTSC at all.
