    Where to start

    1. Downloaded - probably poorly encoded and of questionable quality
    2. DVD Santa - WinAVI is worse, but not by much
    3. Roxio

Honestly, everything is wrong with your source and your process.

If you really want half decent results, dump DVD Santa and Roxio first of all, then get yourself good quality source. Read guides on how to properly convert avi to DVD, use the right tools, and things will look up.

    Free :

Avisynth to load, filter and frameserve
FitCD to create a basic avisynth script
    HCEnc to encode your video
DGPulldown to add pulldown flags after encoding
Virtualdubmod to extract audio to uncompressed wav
ffmpeggui to encode audio to AC3
DVDAuthorgui to author the DVD structure
imgtools classic to create an ISO
imgburn to burn it to disc

    or

DivxtoDVD freeware version to encode the audio and video to DVD compliance
imgtools classic to create an ISO
imgburn to burn it to disc

Avisynth looks complex because it is scripted and has no interface (OK, it does - notepad), but FitCD takes out all the hardwork for you. All of this is free, and pretty straight forward once you get the hang of it. Plenty of guides to help you along the way.
