    The mp2scale and ac3scale programs work similarly and on the premise that mp2 and AC-3 audio stream files are composed of independent frames of compressed sound samples. When a stream needs to be stretched a little, the program will insert evenly spreaded duplicated frames. When a stream needs to be shortened a little, a frame will be dropped once in a while. While this approach is somewhat crude, it has the virtue of being very fast and keeping original sound pitch. Since there is no attempt to resample to smooth out the audio, these two programs are probably suitable for minor adjustment of stream length only. A/V sync adjustment falls into this category well.
