I have a video file that is in 4:3 ratio, but the picture actually looks stretched when it is played in 4:3. The video looks fine after I change the settings in VLC to 16:9.

But I want to convert it to MPG using TMPGenc and change the video back to its original aspect ratio. How do I change the 4:3 to 16:9 (not cropping).

Is this an avi ? If so, when you encode it using tmpgenc, set the 16:9 flag. Author as 16:9, and you don't need to patch it or use restream.

I misread, only use restream if you already have mpeg.
