    can anyone reccomend a prog that will normalize a wav file, convert it to mono and then encode it to vbr mp3 using lame codec?

    The freeware program Audacity can do that. If you like it, thank the authors. Freeware needs to be preserved.

    with audacity, can I use a lame setting like this: -V 3 --vbr-new ?

    Foobar2k can calculate replaygain, downmix to mono and apply the replaygain when converting to mp3 and yes you can use -V 3 --vbr-new.

    Never used Audacity, so I'm not sure how it uses lame.

    According to help file, Audacity uses whatever mp3 codec (they suggest Lame) you point it to.

    Well if it can use any cli encoder, then it must let you do custom command lines.

    Free download anyway so you really have nothing to loose by trying.

    Audacity's mp3 export is limited, you can only adjust bitrate.

    CDEx can get it done. Supports all LAME options. Just set the LAME options you want (in Preferences) and select 'Convert -> Re-encode...'
