Ok, I looked and searched for shimmering and flickering and stills and hi-res. It didn't look like anyone was able to answer the question. Maybe because no one really knew, but I thought I would pose it again. I made a slideshow(asf) 704x480 and encoded with TMPEGEnc. The quality was excellent except for a darn flicker in some parts of the playback. The whole screen does not flicker, only bright spots in the "slide". I remember reading that it could be because the stills are actually an MPEG copied over and over and not a true still or menu. But I don't feel like creating two hundred individual stills. I tried XATshow and it does the same. FlyCD is too buggy and hangs my computer. I like the quality I get with this process. Is there a setting in TMPEGEnc I can set? Deinterlace, GOP, bitrate?
