The 'screen-size' should be 358x240 or 358x288 or else it may look like you described.
flaskmpeg or bbmpeg can change the screen width/height.
I'm not sure TMPGenc can do it.

I had a similar problem. Audio was also skipping. I found out that I was trying to make a 320x240 VCD which doesn't work too well. I wound up stretching it to 352x240 and it was centered (full screen actually) and audio was fixed.
At the time, I was using a Dazzle DV-80(?), a little device that hooks up to USB. Due to the limited bandwidth of USB, it could not capture any better than 320x240. That's why I was forced to stretch it rather than re-capture at 352x240.

but my origninal movie is in 576 * 240 isnt that gonna look aweful once streched?? is there no other way??

That's some kind of widescreen format.
Shrink it, keep the aspect ratio and and set the height 240 and the top and the bottom will be black. like a widescreen movie on a standard tv.
