Hello, I have a Sony CD-RW650HS disc. If I make an SVCD out the disc, can I erase the show after I am done watching it and get back the space it used up on the disc? Thanks.

Yes.

Just to expand a bit. CD-RW are pretty durable media I have owned at least 150 at one time.
I wouldn't recommend them for long term storage but the way you want to use the disc is perfectly fine. Some say that they will last for thousands of reuses but at the very least it should hold up to hundreds of uses.
In most cases use the quick erase. I recall a couple of discs that I reused and gave some errors so I used a full erase and it solved the problem.
Enjoy
